Comprehensive sex education, beginning as early as kindergarten, should be allowed in public elementary schools: SO* Sooner or later, due to money that will be available to fund schools, schools will need to consolidate. Right now they are co-oping their athletic programs due to lack of enrolment. One day, the education will have to be co-oped as well. While schools are often the supporting economy in many small towns, it brings up the question of what are we funding? The school or the town? Is graduating 2 or sometimes 3 students a year viable? Is it worth having a full administration for the school to graduate that few students? Some counties, such as Garfield, have a county high school. There are satellite K-8 schools scattered around the county, but they all come under the auspices of one Superintendent. One suit runs all the schools. That is a tremendous savings to the county and the state. It could be done in many counties around the state.

15. Environmental regulations in Montana are NOT stringent enough: O* Property taxes, at least the ones I pay, have nearly doubled in the last 8 years. This is a burden to many people, but particularly older people living on a fixed income. It seems the state comes up with what it wants to fund in the way of new programs, then adjusts taxes to fit what they want. Why not give the state a fixed amount of money and let them hash out what they want to do with it? There is rarely talk of cutting spending. Only of increasing taxes. Come up with a plan to freeze property taxes or even eliminate property taxes for seniors citizen. I would support a sales tax if tax relief were given in other areas. Eliminate state income tax, maybe? Eliminate property taxes? Consideration was given to a state sales tax some years ago. This is what was released by the State House. "We would like to bring in a sales tax, but we do not want to offer any tax relief in the form of income tax or property tax until we see how much we will need." It doesn't take a genius to figure out where that would have gone. We would have had all the taxes we were already paying, plus a sales tax. Not a good idea until the state can be definitive about other tax relief.
